Ask three suppliers to price the same enterprise AI project and it is common to receive three quotes that sit a long way apart. The gap rarely comes down to one firm being expensive and another being cheap; it comes down to what each quote counts, and what it quietly leaves out. Gartner has warned that CFOs are still learning what AI really costs, with cost estimates off by 500–1,000% because model maintenance, data cleansing and usage-based charges are so hard to predict.
That uncertainty matters more in 2026, as every business case for custom AI solutions UK enterprises commission now faces closer scrutiny than the experimental pilots of two years ago. Gartner forecasts that worldwide AI spending will reach $2.7 trillion this year, up 49.5%, yet in the UK government’s AI Adoption Research, 76% of businesses that cited high costs rated them a significant barrier. This guide breaks down enterprise custom AI development cost phase by phase; highlights the running costs most budgets miss and compares the main resourcing models.
Enterprise custom AI development is the build, deployment and management of AI solutions based on the organisation’s own assets, processes and risk management, rather than on the basis of a general-purpose tool purchased and used. Examples range from a document-processing model developed using your contracts, a forecasting engine that pulls data from your ERP systems to an AI agent that can finish multiple tasks within your systems.
As the result is a system you will own and have to run and thus has a cost of two kinds: build cost and run cost. The bulk of budget overruns occur when only the first is budgeted. Most budget overruns happen when only the first is planned for.
In the last 18 months, the economics of AI has significantly changed, with the largest adjustments being found in the post-launch phase.
As there is no published price list in the UK for custom AI, the best approach to budgeting is to estimate the effort in person-days and then multiply by the prevailing market day rate. The table below uses the UK median contract rate for a machine learning engineer, £548 per day (six months to 23 September 2026), as a single blended rate. The effort figures are illustrative assumptions for one mid-complexity enterprise use case, not a quote, and exclude VAT.
| Phase | What it covers | Illustrative effort | Illustrative cost (at £548/day) |
| Discovery and data readiness | Use-case scoping, data audit, feasibility, success metrics | 2 people × 3 weeks (30 days) | £16,440 |
| Proof of value | Working prototype on real data, accuracy benchmarks | 3 people × 6 weeks (90 days) | £49,320 |
| Production build and integration | Hardened models, APIs, ERP/CRM integration, user interface | 4 people × 16 weeks (320 days) | £175,360 |
| Security, compliance and testing | DPIA, security review, bias and load testing | 2 people × 4 weeks (40 days) | £21,920 |
| Total one-off build | Four phases, around 29 weeks | 480 days | £263,040 |
| Run and improve | Monitoring, retraining, support | Around 10 days per month | £5,480 per month, plus hosting and inference |
Two factors move this figure more than any other: the condition of your data and the number of systems the AI must connect to. A clean, well-governed dataset can shorten discovery and proof of value considerably, while each legacy integration adds build and testing time.
The build is only the beginning. The biggest strain on enterprise AI budgets occurs with these recurring costs:
There are three ways to resource the same build – each with other risk and cost bases.
| Model | Cost basis | Illustrative annual cost per specialist | Best suited to |
| In-house hire | Salary, employer NI, pension, recruitment and tooling | £85,500+ (£75,000 median salary plus 15% employer NI above £5,000) | Long-term AI roadmaps with a steady workload |
| Contractors | Day rate, no employment on-costs | Around £120,560 (£548 × 220 working days) | Short, well-defined skill gaps |
| Delivery partner | Fixed scope per phase or blended team rate | Priced per project or phase | Full builds needing cross-functional skills and delivery accountability |
An in-house team offers control but concentrates knowledge in a few hard-to-replace people. A delivery partner spreads that risk and provides data engineers, machine learning engineers, testers and security specialists without recruiting each role separately.
Fix scope, data readiness and success metrics before committing to a full build.
A time-boxed proof of value exposes accuracy and integration issues while they are still cheap to fix.
Gartner recommends inference tiering, routing and orchestration, so route simple tasks to smaller, cheaper models and reserve larger models for complex reasoning.
Retrofitting UK GDPR and security controls before go-live is slower and more expensive.
Monitor on the cost per document processed, query resolved or forecast produced—not on overall spending.
It depends on scope, data readiness and integrations. Our illustrative estimate above, which prices one mid-complexity use case at the UK median machine learning engineer day rate of £548, comes to around £263,000 for the build, plus monthly running costs. A paid discovery phase turns that estimate into a firm budget.
The majority of overruns are due to running expenses and not construction itself. By 2028, Gartner predicts that “at least half of generative AI projects will go over budget,” due to “poor architectural decisions and lack of operational expertise. The most prevalent cause is underestimating the inference, data preparation, and retraining.
Outsourcing is typically more cost-effective for one project as they don’t have to recruit a full team. An in-house AI specialist will cost over £85,500 per annum in salary and employer NI, excluding pension and recruitment costs. When you have a continuous, long-term AI strategy, in-house becomes more cost-effective.
The above diagram illustrates a plan that takes about 29 weeks (about seven months) to get from discovery to a working system. This can be shortened by clean data and less integrations but is typically longer when dealing with complex legacy environments and strict regulatory requirements.
The real cost of enterprise custom AI development in 2026 isn’t just the build price but the ongoing expenses of maintaining, managing and upgrading an AI system once it’s deployed. Budgeting with inference, retraining and compliance from the start is much less likely to fall under Gartner’s “Overspending or cancelling” projects category. When comparing quotes, you should get all the AI development companies UK shortlist to break up the one-off build costs into their monthly running costs and explain the work and charges behind each.
Independent AI consulting UK support can also pressure-test a business case before any code is written, which is often the cheapest risk reduction available. If you are planning an enterprise AI project and want a transparent, phase-by-phase estimates, book a consultation with our AI team.
